Abstract
À partir de l’étude du Portail des données ouvertes de la Ville de Montréal (Canada), cet article rend compte des publics de l’open data municipal à trois niveaux : les publics imaginés dans les discours, les publics configurés par le dispositif numérique, et les publics construits à travers les stratégies d’acteurs. Nous montrons comment la figure du citoyen « ordinaire » est travaillée discursivement et pratiquement, et comment les (non) usages du portail constituent des indices des attentes des publics effectifs qui, réinterprétés par les acteurs, contribuent à faire évoluer les publics et leurs représentations. Au-delà du constat de la non-équivalence entre les publics idéaux et les publics empiriques, l’étude encourage à prêter attention aux stratégies d’adaptation variées qui en résultent.
