Abstract
This article attempts to explore how child welfare has shifted since apartheid and how it is (or not) responding to the needs of vulnerable children and their families in South Africa. South Africa introduced an extremely progressive Developmental Social Welfare approach in 1996. Child welfare in particular has struggled to transform itself to this more family-centred, community-based approach. In part this is connected to enormous resource constraints and the crisis of poverty, crime and AIDS. However, the core assumptions of a child protection model, heavily imbued by Anglo-American, ‘first world’ perspectives constrain practice from becoming more relevant to the needs of the majority of South Africans.
