Abstract
مستخلص: هدفت الدراسة لتناول إحدى التجارب الدولية الرائدة في مجال التطوير المؤسسي والخدمي تطبيقاً على حالة النموذج الكندي، من حيث تتبع جهود الحكومة الفيدرالية الكندية لتطوير نظم الإدارة الحكومية والخدمات العامة، بما ينسجم مع تطورات العصر الحديث والتحول الرقمي في القطاع الحكومي الذي بات سمة التغيير المؤسسي في العصر الحديث لدى كثير من الدول، وفي سبيل هذا بينت الدراسة عدداً من النقاط التي ميزت طبيعة الأداء المؤسسي بجهاز الخدمة العامة الفيدرالية الكندية من حيث البنية المؤسسية للبيرواقراطية الكندية وأهم ملامح نظام الخدمة المدنية الحالي، فضلاً عن برامج التطوير وسياسات الإصلاح المؤسسي التي اعتمدتها الحكومة الكندية خلال العشر سنوات الأخيرة، حيث اعتمدت بالأساس على محور الاهتمام والعناية بالمواطن وتمكينه، الوصول بمعدلات الخدمات العامة لأفضل المستويات الممكنة في ظل الإفادة من إمكانات التحول الرقمي، تمكين الموظف العام باعتباره ركيزة التطوير الأولى ونواة الإصلاح المؤسسي، الأمر الذي كان له أبلغ الأثر في بلوغ أداء الخدمة العامة الكندية مرتبة متقدمة وفقاً لنتائج أحدث المسوح والمؤشرات والمقاييس الدولية التي تُعنى بهذا الغرض، وهو ما يعكس حجم التميز الذي تمتعت به التجربة الكندية كإحدى النماذج الدولية الرائدة في مجال الإدارة الحكومية، ثم اختتمت الدراسة بعرض عددًا من التوصيات التي يمكن من خلالها الاستفادة من سياق التجربة الكندية في الحالة المصرية. كلمات مفتاحية: الإصلاح المؤسسي، جهاز الخدمة العامة الكندية ، مقاييس دولية، تحول رقمي. Abstract: The major interest of the study is to handle & analyze the efforts of reforming public administration system in one of liberal pioneering models – the Canadian – model [PSC: Public Service of Canada], especially within effects of digitalization revolution through public services and governmental sector, thus the study had to start with analyzing the structural formula of Canadian public administration system including the current status of Canadian civil service system, organizational characteristics of public administration and public institutions, policies of public sector reform adopted by the Canadian federal government within the last decade, with more focus on citizens' welfare procedures through public services, public governance, empowering civil servants roles through the process of developing public performances in different sectors, then finally the study reached some conclusion that due to all of such exerted efforts by federal government, Canadian official performance could record more than advanced position compared to other liberal western modern bureaucracies according to international indexes results & surveys, beside the study could crystallize some of recommendations and learnt lessons that could be applied within Egyptian context.
