Abstract
Existen múltiples retos urbanos para el desarrollo de las Agendas Públicas en el corto, mediano y largo plazo, en ciudades tan urbanizadas o en crecimiento como las que se presentan dentro del contexto latinoamericano. Estas se caracterizan por una alta demanda de espacios y servicios ecosistémicos (agua, aire y biodiversidad), suelo, vivienda, transporte, alimentos, servicios públicos y sociales. Además, están expuestas a vulnerabilidades interconectadas que provienen del cambio climático, las migraciones internas y externas a los países, y fenómenos de carácter geopolítico que amplían los rangos de incertidumbre (Castells, 1996, 1997, p. 30), así como nuestros rangos de incertidumbre ambientales, sociales y económicos. Este marco extiende nuestros campos de observación y gestión territorial y requiere de análisis de naturaleza compleja con enfoques multidimensionales, capaces de observar, diagnosticar y gestionar el territorio desde prácticas reales de forma integral sostenible.
