Abstract
Voici un rapport qui dort depuis 200 ans dans les archives, publié ici dans sa version originale anglaise et dans sa traduction française, rapport qui précède de moins d’une année le célèbre rapport Durham. Autour du document gravite le triumvirat constitué de Colborne, Ogden et Durham. Le premier, commandant des armées coloniales, demande en mars 1838 au deuxième, procureur général du Bas-Canada, une analyse des événements qui se sont produits durant l’année 1837. Cette analyse lui sera remise en mai, ainsi qu’au troisième, nouveau gouverneur, qui arrive à ce moment dans la colonie. Ce rapport est l’une des rares lectures britanniques globales où Ogden lui-même considère 1837 comme une « résistance ». Ce document inédit jette un regard nouveau sur un événement marquant de l’histoire du Québec et permet surtout de mieux comprendre la composante juridique de la réponse des autorités britanniques aux rébellions de 1837 et 1838. Pour Ogden, il était nécessaire que les militaires n’interviennent qu’accompagnés des mandats d’arrêt qu’il a préparés et qui pointent du doigt les desperados et les séditieux.
