Les villes de deuxième modernité sont appelées à se repositionner sans cesse sur un échiquier mondial complexe de plus en plus coriace. C’est en raison de la transformation profonde de l’économie mondiale et de la métamorphose de leur fabrique sociale interne, due précisément à la mobilité des populations, que les villes n’ont d’autre choix que de devenir l’acteur principal de leur propre développement. C’est précisément ce qui se passe à Montréal.
