Abstract
Abstract On 17 December 2002, Canada became the ninety-ninth country to ratify the Kyoto Protocol. Early in the Kyoto negotiations, Canadian policymakers realized that achieving its 6 per cent reduction of greenhouse gas (GHG) emissions from 1990 levels would require a serious commitment one with potentially significant economic implications on its energy, transport, and manufacturing sectors. With this in mind, an advanced Canadian strategy was to develop experience in cost-effective, market-based systems. Particular emphasis was placed on emissions trading, which could lay the groundwork and prepare Canada for the eventuality of a future comprehensive implementation programme.
