Abstract
Abstract Freedom of expression is often said to be essential to the operation of democracy. It is sometimes claimed that freedom of expression establishes a market place of ideas which promotes the search for truth; or that free speech ensures individual development and self fulfilment and is, for example, to be derived from the right to human dignity and to equality of concern and respect. However, the most persuasive vindication of freedom of expression is that it secures the right of the citizen to participate in the democratic process. Both the House of Lords and the Supreme Court of Canada have said that expression enjoys special protection on all three grounds.
