Abstract
Abstract Although the Clinton version of a universal health insurance plan collapsed in the political chaos of 1994, many Americans remain committed to some version of universal health coverage. Although new interest in health insurance seems to be emerging, and no viable proposal for universal health insurance has surfaced in America since those days, I will in this chapter use the Clinton plan as an example. Whether that coverage be a health service, such as Britain’s, or an insurance coverage, such as Canada’s or Germany’s, the imperative to bring the United States up to the minimally decent standard of the rest of the developed world is strong.
