Abstract
Abstract Although transport pricing strategies were proposed almost a century ago, successful implementation of urban road pricing is relatively recent, with the exception of Singapore in 1975. Such strategies are now in place in several Norwegian cities, London, Milan, and Stockholm. The New York scheme, which was aborted because of the refusal of the New York State Legislative Assembly (Democrat majority) to make legislative amendments to allow it, in spite of complete support from the New York mayor (Republican) and some 150 organizations, demonstrated that the idea had crossed from Europe to North America.
