The transition from government-driven innovation to private sector market responsiveness: a case of Cape Breton Island, Canada

Abstract
Cape Breton Island, Nova Scotia, Canada has transitioned from a heavy industrial past in coal mining and steel production to a service-based economy. Tourism has been and continues to be a prime driver in restructuring of the economy. In past decades, the federal government invested heavily in tourism infrastructure, becoming the largest owner/operator of tourism assets on the Island. Through the years, government privatized its facilities and the private sector continued many of their former endeavors. The decision-making power shifted. The work illustrates the role of the federal government investment in enabling tourism infrastructure and in illustrating how local, authentic cultures can both develop and grow while attracting tourist interest. Nineteen open-ended interviews were conducted in 2019 and additional data was drawn from a partner organization surveys of thirty-six tourism operations or organizations. Attitudinal and behavioural change are examined within the Cape Breton context. The tourism sector transitioned from government lead to private sector innovation and investment.
