Cet article examine les logiques de pouvoir qui orientent le recours au référentiel de l’ODD 16 sur la paix et la gouvernance au Cameroun, dans le contexte d'un État fragile et touché par le conflit anglophone. L’étude mobilise un cadre institutionnaliste critique et des données issues de documents de politiques nationales variés, et explore, à la lumière des pratiques gouvernementales dans la gestion de ce conflit, les véritables ressorts de l’engagement de l’État à l’égard de cet objectif. Malgré une rhétorique volontariste observée dans la publication régulière des examens nationaux volontaires, l’adoption d’une nouvelle stratégie nationale de développement et l’organisation d’un grand dialogue national, l’ODD 16 est pris dans le double étau de l’instrumentalisation politique du régime de Paul Biya et d’une dynamique de transformations sociétales aux conséquences incertaines pour la restauration de la paix et de la bonne gouvernance au Cameroun.
