Abstract
Significance The statement projects substantially higher deficits than previously forecast, together with slower reductions in debt. In terms of expenditure, the items on the Liberal government’s agenda that require major spending are not scheduled to come into effect until after 2025, by when the next federal election must be held. Impacts A new tax credit for journalistic entities that can be claimed against payroll will stabilise Canada’s media sector. Little new money will be available for Indigenous peoples next year, and efforts behind reconciliation are likely to stall. The Liberal government may bow to pressure to pause an increase in the carbon tax before the next election in 2025. Conservatives will attack the Liberal pledge to bring in extra construction workers from abroad to build more houses in Canada. The increasing likelihood of a Conservative government means that the natural gas sector should see renewed investment.
