Abstract
This chapter focuses on the origins of the medical certification of insanity. Considering a variety of legal and administrative sources, it traces the emergence of lunacy certificates from the 1750s to the 1850s in England and Wales. This period witnessed drastic changes in the perception of psychosocial disabilities with the creation of government bodies, procedures, and professions centred around the therapeutic promise of confinement. Several acts of parliament established a rigorous framework for assessing patients’ status which included personal examinations and facts of insanity. These represented the key features of what I will call the “Victorian system of certification” which reached a definite shape in 1853 and was subsequently adopted by numerous jurisdictions abroad.
