Abstract
De nouveaux modes d’organisation ont fait leur apparition tant en matière économique que publique, et ce dans de nombreux domaines. Les auteurs de l’expérimentalisme démocratique aux États-Unis ont élaboré un modèle général de gouvernance à partir de ces innovations qui conçoit un processus de régulation mieux à même de résoudre les problèmes publics dans le nouveau contexte diversifié et volatile de nos sociétés contemporaines, tout en restant attaché aux valeurs démocratiques. Cet article a pour objectif de présenter ce modèle en l’illustrant par les récents développements dans un des domaines les plus sensibles à l’émergence de la gouvernance expérimentaliste : l’environnement et particulièrement la régulation de l’eau. L’auteur s’appuie ainsi sur les nouveaux instruments régulatoires applicables en Région Wallonne de Belgique pour démontrer la pertinence de l’approche pragmatiste et expérimentaliste dans l’analyse de la gouvernance actuelle et suggérer les prochains défis que pose un tel modèle.
