Dans cet article, l’auteur analyse l’allocation des fonds publics attribuable à la dépense fiscale relative à la bienfaisance. Alors que les organisations religieuses reçoivent la part du lion, les organismes qui procurent de l’aide directe en faveur des personnes les plus vulnérables bénéficient de façon très mitigée de cette aide gouvernementale, malgré un discours politique voulant l’inverse. Dans un deuxième temps, l’auteur étudie la générosité des donateurs en période de récession et de ralentissement économique. Contrairement à ce qu’il avait anticipé, il constate que la valeur totale des dons n’a pas diminuée au cours de ces périodes. Il conclut tout de même que la dépense fiscale de bienfaisance est incohérente avec le modèle keynésien puisque le taux de croissance des dons a quant à lui régressé durant ces mêmes périodes.
