Abstract
Depuis quelques années, l’organisation d’élections démocratiques, réalisée avec l’assistance électorale des organisations intergouvernementales, est devenue un procédé incontournable de pacification des États. Dans les États en transition démocratique, l’assistance électorale est en effet utilisée comme un moyen permettant la mise en place d’un pouvoir démocratique, censé par la suite stabiliser le pays. Les solutions proposées pour résoudre les crises les plus récentes, comme celles qui ont secoué certains pays d’Afrique, confirment cette tendance. Cette pratique a suscité cependant de nombreuses controverses, à la suite notamment des missions d’assistance électorale n’ayant pas obtenu les résultats escomptés. Cet article se propose avant tout de déterminer les limites de ce procédé singulier au service de la paix.
