Abstract
Dans cet article, les auteurs dressent un bref portrait de l’organisation des soins de santé au Québec (et dans une moindre mesure au Canada) et discutent de certains enjeux liés à l’accès aux soins et aux médicaments dans le système de santé. D’une part, la question de l’existence d’un droit à la santé est abordée et, d’autre part, les auteurs passent en revue les mesures particulières adoptées récemment par le législateur québécois et ayant pour objectif d’améliorer l’accès aux soins et services de santé. Ces mesures touchent tant la structure organisationnelle du système de santé que la qualité et la sécurité des soins et les délais d’attente. Enfin, les auteurs explorent certaines mesures de contrôle disponibles dans le système de santé au Québec pour faciliter le respect des droits des usagers et assurer, du moins en partie, une réduction de l’écart existant entre l’idéal de l’accès aux soins et la réalité.
