Migrants vénézuéliens en Équateur : confronter la criminalisation symbolique par l’espace

Abstract
En 2018, le gouvernement équatorien a fait face à un afflux massif de Vénézuéliens fuyant la crise humanitaire et politique dans leur pays. Dans cet article, nous examinons la politique migratoire déployée entre 2018 et 2019 par le gouvernement équatorien pour réguler ces arrivées. Pour ce faire, nous développons une articulation théorico-analytique restreinte ; nous mobilisons la perspective foucaldienne des études critiques des politiques publiques (Foucauldian Critical Policy Studies), à travers l’utilisation du concept foucaldien de problématisation et nous l’articulons à la production sociale de l’espace dans le cadre de la géographie critique. Ainsi, grâce à l’analyse des documents de politique publique, nous concluons que le gouvernement équatorien criminalise symboliquement la population vénézuélienne en la problématisant comme dangereuse et potentiellement criminelle. En revanche, les entretiens avec les immigrés vénézuéliens montrent que la population migrante répond et résiste à cette problématisation par le biais de stratégies sociospatiales. De cette manière, cette analyse cherche à contribuer aux rares études sur la criminologie de la mobilité dans le Sud global.
