Abstract
La pandémie récente a suscité au Canada de nombreux appels à la mise sur pied d’un système national standardisé de données sur la santé en vue de lutter plus efficacement contre la contamination. En raison de la division constitutionnelle des pouvoirs, la santé est au Canada de juridiction provinciale et ce sont donc les provinces qui sont au premier rang de la lutte contre la COVID. Elles se trouvent par conséquent également en charge de recueillir toutes les données pertinentes. Or, les pratiques différentes des provinces en matière de collecte des données rendent plus difficile l’établissement d’un portrait national en temps réel de la situation épidémique. Dans ce contexte, les autorités fédérales en matière de statistique – Statistique Canada en partenariat avec l’Agence de la santé publique du Canada – ont été marginalisées et de nouveaux acteurs – médiatiques, scientifiques, entrepreneuriaux – ont suppléé en partie à cette carence, remettant de facto en cause le « monopole de l’autorité statistique légitime ». La publication récente des données sur la surmortalité a confirmé de manière nette l’incapacité du système de surveillance mis en place à offrir un portrait national cohérent et à jour de la mortalité due à la COVID.
