Abstract
L’histoire du Conseil supérieur de l’éducation (CSE) demeure encore largement à être écrite. Dans le présent article, nous nous attardons aux réflexions et aux discussions ayant mené, en 1964, à la naissance de cet organisme qui, dans l’esprit de ses concepteurs, devait jouer un rôle clé dans la démocratisation de la gouvernance scolaire au Québec. Nous nous intéressons en particulier aux craintes émises par divers acteurs (dont Claude Ryan, rédacteur du Devoir) qui redoutaient que le CSE ne puisse remplir adéquatement son mandat, n’ayant pas obtenu une assez grande indépendance vis-à-vis du gouvernement. Le portrait que nous traçons permet de constater que les premières années du Conseil ne furent pas exemptes de quelques hésitations et ratés, malgré les promesses de renouveler considérablement l’appareil devenu désuet du Conseil de l’instruction publique qu’il avait remplacé.
