Comment comprendre la lenteur de la mise en œuvre organisationnelle des lois sanitaires et médico-sociales promulguées dans la première décennie du xxi e siècle ? À partir des travaux de recherches, le plus souvent collaboratives, et des fonctions d’acteur du champ de l’auteur dans les trente dernières années, l’hypothèse est que si le nouveau cadre législatif a été porté par la réflexion de l’ensemble des acteurs, la « résistible » transformation de l’offre est plus le fait de l’irruption, dans le système d’action sanitaire et sociale, des situations dites complexes et d’une parole publique des personnes directement concernées. Cette « pression » politique et sociale agit sur les orientations politiques françaises en la matière, qui hésitent entre « réformer » et « transformer » le système d’action médico-sociale. Manquent encore à co-construire un système partagé de coopération des ressources et à diffuser une cartographie interactive de la transformation de l’offre.
