Abstract
Tussentijdse raadsontbinding – over bestuurscrises, verstoorde verhoudingen en de continuïteit van het bestuur Politieke spanningen in het lokaal (of provinciaal) bestuur leiden soms tot de vroegtijdige val van het bestuurscollege. Doordat geen tussentijdse verkiezingen mogelijk zijn voor gemeenteraden (en provinciale staten), kan een bestuurlijke impasse ontstaan die lang aanhoudt. In zo’n geval dienen alle bestuurstaken volgens de wet te worden waargenomen door de burgemeester – een situatie die niet langer zou moeten duren dan strikt noodzakelijk. In deze bijdrage stellen de auteurs een nieuwe variant van tussentijdse ontbinding van gemeenteraden voor. Daarbij wordt tussentijdse ontbinding van de raad van rechtswege gekoppeld aan heenzending door de raad van het gehele college. Besproken worden de voor- en nadelen van deze variant als oplossing voor bestuurlijke crises, alsmede de vraag hoe de voorgestelde regeling zich verhoudt tot de huidige (grond)wettelijke kaders.
