L’impact des subsides gouvernementaux sur le développement socio-économique du JAL

Abstract
Issu du regroupement de quatre localités du Bas-Saint-Laurent, le JAL a marqué l’historiographie et le développement régional au Québec. Même si le JAL a pu éviter la fermeture, cette région du Bas-Saint-Laurent se distingue toujours par de profondes inégalités, et ce, en dépit des nombreux subsides gouvernementaux qu’elle a reçus au cours des 45 dernières années. L’objectif de cet article consiste à recenser les subventions qui ont été versées au JAL entre 1971 et 2015 et à évaluer leurs impacts sur le développement du milieu. Cette recension a été effectuée à partir du dépouillement de journaux ainsi qu’en considérant les subventions obtenues dans le cadre des pactes ruraux. Bien que leurs effets soient difficiles à mesurer, ces subventions ont eu peu de retombées significatives sur le plan démographique. Par ailleurs, elles ont probablement contribué à faciliter le passage d’une acériculture traditionnelle à une autre à haut rendement et, dans une moindre mesure, à renforcer les capacités locales.
