Abstract
Significance The legislation passed with the support of the centre-right Republican Party (LR) and far-right National Rally (NR), after President Emmanel Macron conceded multiple changes that strengthen 'national preference' in the welfare system -- a longstanding NR demand that LR has recently embraced. Almost one-quarter of Macron-supporters refused to back the bill and Aurelien Rousseau resigned as health minister. Impacts Macron will struggle to find a policy issue that will help improve his image on the centre left. The heightened risk of terrorism will boost the far right’s prospects in June’s EU elections. The legislation is unlikely to deter migrants from attempting to reach France.
