Abstract
Since the financial and economic crisis of 2008-2009, a progressive trend of debt indicators in the world has been observed in 2021. High rates of public debt were recorded in Belgium, France, Canada, and France. From the point of view of increasing the efficiency of external state debt management, the mechanism of separate debt management "office" or "agency institute" is applicable in international practice. Studies of international practice allow us to note that separate debt management agencies are mainly developed countries that have efficiently functioning domestic capital markets. We believe that the proposal of localization of the agency institute of debt management in RA is apart from coordinating debt management under a single structure, which also contributes to the use of funds from external sources.
