Abstract
Cet article compare l’Allemagne et les Pays-Bas, deux pays qui ont décidé de réformer leur politique en faveur des personnes en situation de handicap ou d’invalidité en donnant plus de place à la réinsertion dans une stratégie jusqu’alors axée sur l’indemnisation. Cependant, alors que les Pays-Bas ont fait le choix d’une réforme radicale, qui a imposé des obligations importantes et immédiates aux employeurs et des sanctions en cas de non-respect de ces obligations, l’Allemagne a choisi des réformes progressives fondées sur l’introduction d’incitations au travail. Les Pays-Bas sont apparemment parvenus à réduire à la fois la proportion de la population qui bénéficie de prestations d’invalidité, les dépenses publiques et le risque de pauvreté parmi les personnes en situation de handicap ou d’invalidité. En revanche, même si elles ont entraîné une augmentation progressive du nombre de personnes handicapées qui travaillent, les réformes allemandes n’ont pas permis d’inverser la tendance, caractérisée par une inégalité des chances sur le marché du travail et un taux de pauvreté plus élevé au sein de la population handicapée.
