The present work aims to help clarifying the conflict between photovoltaic energy users/producers and the regulatory agency of the Brazilian electricity sector (ANEEL).This was done by applying the Graph Model for Conflict Resolution (GMCR) with the aid of GMCR+ software.The dispute involves two actors and one central issue: the possible end of incentives for the development of photovoltaic energy in Brazil, by ANEEL, and the downsides it would cause to the ones that had already invested in it.Options of actions were drawn and preferences estimated for each DM and, with that, solution concepts were found for the conflict.Furthermore, an inverse analysis was carried out to identify how better outcomes could be reached.
