La visite de Joe Biden au Canada en mars 2023 montre à quel point la démondialisation économique et les rivalités entre grandes puissances (avec la Chine et la Russie) influencent la politique étrangère des États-Unis envers ses alliés. Cet article combine la théorie du choix rationnel de David Mayhew et le néoréalisme de John Mearsheimer pour mettre en relief les deux principales tendances qui orientent les relations canado-états-uniennes sous Joe Biden et Justin Trudeau. D’une part, l’intérêt des États-uniens pour la démondialisation économique incite Biden à faire preuve de protectionnisme envers le Canada dans l’espoir de conserver des appuis cruciaux à sa réélection en 2024. D’autre part, l’invasion de l’Ukraine par la Russie et la montée de la Chine poussent parfois Biden à rompre avec ce même protectionnisme et à renforcer les liens avec le Canada, pour mieux concurrencer les grandes puissances rivales. La conclusion de l’article souligne la manière dont la présidentielle états-unienne de 2024 risque d’affecter ces deux tendances.
