Asymétries d’acteurs dans les expérimentations locales d’économie circulaire : une mise en perspective empirique dans la municipalité régionale de comté (MRC) de Kamouraska

Abstract
Cet article examine les asymétries entre les acteurs de la démarche d’économie circulaire (ÉC) dans la municipalité régionale de comté (MRC) de Kamouraska, dans le Bas-Saint-Laurent. À partir de 40 entretiens auprès de 26 parties prenantes, nous analysons le positionnement des acteurs dans le réseau à travers leurs ressources-compétences, leurs connaissances et leurs rôles. Les résultats montrent deux principales relations asymétriques dans le réseau d’acteurs. La première est liée à une forme de souveraineté locale d’un acteur territorial dans le développement de l’ÉC au Kamouraska. La seconde se caractérise par l’existence d’au moins trois sous-écosystèmes d’acteurs avec une importance différenciée dans le fonctionnement du réseau et la mise en œuvre de l’ÉC. Nos résultats interpellent sur la prise en compte des asymétries entre les acteurs dans la transition vers l’ÉC. À cet effet, nous mettons en évidence de nouvelles trajectoires d’actions pour minimiser les externalités négatives des asymétries d’acteurs dans les expérimentations locales d’ÉC.
