Abstract
أجرى فريق البحث العلمي في هذه الورقة دراسات مكثفة على مدى عدة سنوات تدرسسية لمجموعة مواد جامعية لفحص كيفية استخدام تقنيات التعلم في التعليم العالي في ليبيا. وأظهرت النتائج أن هذه التقنيات لا تستخدم بطريقة منهجية وفعالة. بدلاً من استخدامها بالكامل كأدوات شاملة تسهل التعلم وتحسنه كما تم فعليا استخذام ذلك، غالبًا ما ينتهي الأمر بمنصات التعلم الإلكتروني إلى العمل كمجرد مساحات لتخزين المحتوى. وجدت الدراسات أن هناك مشكلات تتعلق بكيفية إدارة المواد الجامعية وتدريسها وكيفية استخدام التكنولوجيا في التعليم العالي. ولتحسين الأداء التعليمي، تم تقديم مجموعة من القواعد والاقتراحات لمساعدة الجامعات الليبية على استخدام التكنولوجيا بشكل أكبر وتحسين طريقة التدريس والتعلم وباقل التكاليف. وهذا من شأنه أن يجعل الجامعة أشبه بالجامعات الأخرى حول العالم. وستعمل هذه الخطة المقترحةعلى التأكد من أن كل فرد في الجامعة، بما في ذلك أعضاء هيئة التدريس والطلاب، سيتمكن من الوصول إلى منصة تعليمية جيدة عبر الإنترنت. تستخدم معظم الجامعات الآن مزيجًا من الفصول الدراسية الشخصية وعبر الإنترنت. يؤدي استخدام إطار التعلم الإلكتروني الذي يمكّن الطلاب والمحاضرين من تبادل المعرفة إلى تحسين منهجية وعمليات خدمات التعلم للطلاب. وفقًا لتجربتنا في جامعة المرقب، فإن بيئة التعلم الإلكتروني تفضل التدريس المعتمد علي شبكة الويب. يجب أن تستخدم معظم الجامعات والكليات الليبية أحدث استراتيجية للتعليم الإلكتروني لمواكبة و مراقبة سرعة الابتكار التكنولوجي في التعليم العالي ولاسيما التعليم المفتوح. الطلاب والمعلمون لهم الخبرة ما يكفي لاستخدام الإنترنت ومواقع الشبكات الاجتماعية في عصر التكنولوجيا اليوم، مما يسهل المشاركة في أي تعلم عبر الإنترنت بطريقة مباشرة للتعرف على أي نوع من سيناريوهات التدريس والتعلم عبر الإنترنت.
