Abstract
本稿では、 カナダのブリティッシュ・コロンビア州 （BC州） での鍼灸事情について紹介する。 カナダでは、 鍼灸も州ごとに取り扱いや規制が異なる。 BC州では、 医療従事者法 （Health Profession Act） により、 各種医療従事者は医療規制協会 (Health Regulatory Colleges） を通じて管理・監督される。 東洋医学・鍼灸分野では、 BC州伝統中医施術者・鍼灸師協会 (College of Traditional Chinese Medicine Practitioners and Acupuncturists of BC、 以下CTCMA） が設置され、 中医師や東洋医学系施術者の管理・監督、 具体的な業務としては公衆保護、 登録、 試験、 治療の品質管理を行っている。 日本では複数の役所に分散された業務を一元的に行っているのが特徴といえる。 次に筆者の住居があるバンクーバーで、 街中や筆者の通った学校、 治療院等で交流のあった人たちから鍼灸について得た情報を基に筆者の感じたことを述べる。 中国系移民が多いものの鍼灸が特に普及しているということは感じられなかったが、 一般的な治療として十分認識されている印象だった。 最後に鍼灸師が移民を考えるにあたり、 試験とビザ取得について簡単に触れた。 受験には都合5年の教育が必要で、 カナダで鍼灸教育を受けるのが望ましいが、 日本での教育内容が換算される場合もある。 また、 医療職種として鍼灸師は永住権取得のためのポイントを得ることもできる。 カナダの医療に関する規制は制度設計が新しく、 あらゆる職種の医療を包括的に規制するため、 医療全体で整合性がとれているように見える。 そして鍼灸は効果的な治療として認識されている印象である。 移民の国カナダでは、 新しいことを好み、 変化を柔軟に受け入れる国民性もあり、 今後医療の中での鍼灸の存在感も増す余地は大いにあると思われる。
