Abstract
تشهد الأنهار العابرة للحدود ضغوطًًا متزايدة بسبب تنامي عدد السكان والاقتصادات، ف ضلًًا عن عواقب التغيّّر البيئي. ومع تنامي استغلال تدفّّق الأنهار، كشفت النقاشات العامة عن بروز بعض المخاوف من جراء النزاعات العنيفة المحتمََلة بين الدول. ومن أجل حلّّ تلك المشكلات الناشئة، تدعو الأدبيات الأكاديمية إلى آراء أكثر دقة، تقوم على أدلة متعلّّقة بالنزاعات المائية العابرة للحدود، وتقترح أدوات تستند إلى دبلوماسية المياه والتعاون المشترك. وتستخدم هذه الدراسة النزاع في شرق النيل، بوصفه دراسة حالة، لتحديد ثمانية مفاهيم خا طئة شائعة ترتبط بالنزاع الدائر حول بناء سد النهضة الإثيوبي الكبير. وت ضع الدراسة النزاع المذكور في سياق التحوّّل الأوسع لاستغلال النهر، في ظل منافسة متزايدة تتعلّّق باستخدام المياه. إن النزاع المتواصل في شرق النيل، يتجاوز القضايا التقنية الخاصة بتشغيل السد، وينطوي على ق ضايا أكبر ترتبط بحقوق استخدام المياه والتنمية الوطنية وتقلّّب المناخ وتغيّّره، كما أنه جزء لا ينفصل من السياسات المائية الإقليمية المعقّّدة التي تشارك فيها جهات فاعلة جديدة. وتُُظهِِر الأدلّّة الأكاديمية الحديثة أن دول شرق النيل المتشا طئة )مصر والسودان وإثيوبيا( تواجه حقائق تفاوضية فريدة، وتأثيرات بيئية متفاوتة للنزاع في سد النهضة. إن هذا النزاع يوفّّر فرصة لتيسير تقاسم المنافع في حوض النيل. ويظل التعاون في مجال المياه المسارََ الواقعي الوحيد لحلّّ النزاعات المائية العابرة للحدود في المنطقة.
