Openly identifying as gay remained difficult and dangerous in the 1960s. In the previous decade, homophobic reformers, politicians, and police in Louisiana had created a legal regime designed to engage in unrelenting harassment of alleged homosexuals. This edifice of de facto and de jure homophobia focused on the New Orleans French Quarter, where LGBT people had become increasingly visible in the 1950s. This institutionalized homophobia provided all the tools necessary for Jim Garrison and his controversial Chief Investigator, a disgraced former policeman named Pershing Gervais, to manipulate legally vulnerable LGBT people, and eventually, to construct a conspiracy that offered a new and sexualized explanation for the assassination of President Kennedy.
