Abstract
L’article 29 de la Convention internationale des droits de l’enfant (CIDE) reflète un accord minimum au niveau mondial sur les objectifs fondamentaux de l’éducation. L’un des principaux objectifs est l’éducation à la citoyenneté, qui permet à l’enfant de participer à la vie démocratique en exerçant pleinement ses droits et ses obligations à l’égard d’autrui et de la société. Cette notion toujours en construction est liée, d’une part, aux valeurs démocratiques et aux droits de l’Homme, et, d’autre part, à la paix et au développement. L’instruction à la citoyenneté doit obligatoirement comprendre l’éducation aux droits de l’Homme qui prend en compte le respect de chaque être humain. Après avoir examiné les droits de l’Homme comme moyen d’instruction à la citoyenneté, l’application de l’article 29 de la CIDE en droit interne est analysée.
