Lying between <a:math xmlns:a="http://www.w3.org/1998/Math/MathML"><a:mmultiscripts><a:mi mathvariant="normal">O</a:mi><a:mprescripts/><a:none/><a:mn>16</a:mn></a:mmultiscripts></a:math> and <c:math xmlns:c="http://www.w3.org/1998/Math/MathML"><c:mmultiscripts><c:mi>Ca</c:mi><c:mprescripts/><c:none/><c:mn>40</c:mn></c:mmultiscripts></c:math>, the <d:math xmlns:d="http://www.w3.org/1998/Math/MathML"><d:mrow><d:mi>s</d:mi><d:mi>d</d:mi></d:mrow></d:math> shell is well described by robust phenomenological and nuclear theories. In this work, however, we highlight an unexplained reduction in electric-quadrupole strength in the rare isotope <e:math xmlns:e="http://www.w3.org/1998/Math/MathML"><e:mmultiscripts><e:mi>Si</e:mi><e:mprescripts/><e:none/><e:mn>32</e:mn></e:mmultiscripts></e:math>, studied through sub-barrier Coulomb excitation. It is found that the oblate nature of the deformation is well reproduced, while the absolute scale of quadrupole deformation, however, is inhibited by approximately a factor of 2 compared to theoretical predictions. Through comparison with shell-model and calculations, we present a number of possible explanations for this inhibited <f:math xmlns:f="http://www.w3.org/1998/Math/MathML"><f:mrow><f:mi>E</f:mi><f:mn>2</f:mn></f:mrow></f:math> strength. By comparing the results of these calculations to multiple observables, we conclude that there is a reduced role for out-of-space excitations in <g:math xmlns:g="http://www.w3.org/1998/Math/MathML"><g:mmultiscripts><g:mi>Si</g:mi><g:mprescripts/><g:none/><g:mn>32</g:mn></g:mmultiscripts></g:math>, resulting in a reduction in the corrections normally applied to both models.
