Par la loi du 4 octobre 1941, le gouvernement de Vichy procède à « l’organisation sociale des professions ». Cette loi, plus connue sous l’appellation de « Charte du travail », fixe le cadre dans lequel vont devoir désormais s’inscrire les acteurs de l’entreprise : ouvriers, employés, personnel collaborateur (cadres) et dirigeants.
