The Clinton Administration argued for passage of the North American Free Trade Agreement (NAFTA), which was intended to dramatically reduce the number of migrants seeking to enter the United States. An expansion of the earlier Canada–US Free Trade Agreement of 1988, NAFTA eliminated tariff duties on products traded among the United States, Canada, and Mexico and provided for the gradual phasing out of other tariffs over a 15-year period. Latin America is home to half of the world's tropical forests and nearly half of the plant and animal diversity of the planet; thus the impact of climate change on the continent significantly affects the world at large. The tension between resource exploitation for profit and preservation of the natural environment in Latin America coincides with the arrival of the first European explorers. The United Nations and other international environmental groups have sought to strengthen financially and politically the work of homegrown activists.
