Abstract
Les principes et outils de la nouvelle gestion publique (NGP) ont-ils laissé la place à d’autres orientations managériales, se sont-ils transformés ? Quelle direction ont pris les mouvements de modernisation des organisations publiques depuis l’avènement de la NGP ? Ce sont deux des questions auxquelles cet article entend répondre. En relevant le développement d’une nouvelle forme de gouvernance à distance, ce texte souligne que cette dernière s’est très largement construite sur les acquis de la NGP. En caractérisant cette nouvelle forme de gouvernance, il met en exergue aussi ses effets organisationnels et humains. En particulier, il relève les paradoxes managériaux et dilemmes éthiques qui sont associés à cette gouvernance. En montrant que celle-ci s’accompagne aussi du développement d’une nouvelle forme d’économie politique organisationnelle, au sens de nouvelles normes régissant les relations de travail entre acteurs.
