Abstract
This paper investigates how the pressures and structure intrinsic to state bureaucracies deployed and sustained the policies that constructed the COVID-19 regime. A core insight is that the goal of ending the pandemic as set by political leadership was transformed by their bureaucratic representatives into a set of tasks which, once taken up by bureaucratic rationality, become the goals. The result is that the ends are subsumed to the means. The case of the Canadian vaccine mandate for domestic travel will be used to illustrate this process. The almost universal embrace of the COVID regime by the left is rooted in a fundamentally mistaken approach to the role of the state in modern capitalism, whose social base has been absorbed by the same state apparatus made responsible for deploying the COVID-19 protocols.
