ABSTRAK Masyarakat Desa Tengkurak sebagian besar menggantungkan kelangsungan hidupnya sebagai nelayan karena sebelah utara desa berbatasan langsung dengan Laut Jawa. Mereka memanfaatkan penggunaan tanah sebagai tambak ikan sebagai upaya meningkatkan sumber usahanya. Namun, adanya hambatan terkait kekurangan modal serta sarana prasarana yang kurang memadai dalam bidang usaha perikanan menyebabkan para nelayan terpaksa mengandalkan pengepul ikan untuk menjual hasil tangkapannya meskipun secara mandiri sebetulnya mereka bisa lebih baik. Tujuan dari penelitian ini adalah mencoba mengurai permasalahan di Desa Tengkurak melalui akses reforma agraria dengan penyuluhan, dan mengembangkan kemampuanberinovasi serta mendorong terbentuknya kelompok usaha seperti koperasi sebagai wadah pengembangan potensi masyarakat khususnya bagi para nelayan. Metode penelitian menggunakan kualitatif analisis deskriptif dengan sumber data wawancara dan observasi kepada para nelayan. Hasil dari penelitian ini adanya bentuk kerja sama serta pola komunikasi antara masyarakat dengan pemerintah daerah terutama dalam pembentukan koperasi guna mengembangkan hasil usaha mikro kecil menengah (UMKM) perikanan tanpa mengandalkan pengepul. Kesimpulan dari penelitian ini adalah dengan adanya kerja sama yang baik antara masyarakat Desa Tengkurak dengan pemerintah daerah serta instansi terkait, diharapkan masyarakat dapat mampu mengelola UMKM dan mempromosikan hasil usahanya secara mandiri terutama para nelayan. ABSTRACT Most of the people in Tengkurak Village depend on fishing for their livelihood, as the village is bordered by the Java Sea to the north. They use land for fish ponds in an effort to increase their business resources. However, the lack of capital and inadequate infrastructure in the fisheries business sector has forced fishermen to rely on fish collectors to sell their catch, even though they could do better independently. The purpose of this study is to try to unravel the problems in Tengkurak Village through access to agrarian reform with counseling, Focus Group Discussion (FGD), and developing the ability to innovate and encourage the formation of business groups such as cooperatives as a forum for community potential development, especially for fishermen. The research method used qualitative escriptive analysis with data sources from interviews and observations of fishermen. The results of this study show that there is a form of cooperation and communication patterns between the community and the local government, especially in the formation of cooperatives to develop the results of Micro, Small and Medium Enterprises (SMEs) fisheries without relying on collectors. The conclusion of this study is that with good cooperation between the Tengkurak Village community and the local government and related agencies, it is expected that the community will be able to manage SMEs and promote their business results independently, especially fishermen.
