Abstract
Cet article analyse la place de la médiation dans la gestion des conflits liés à l’accès aux ressources agro-pastorales entre les éleveurs de bovins et les agriculteurs dans la commune de Bassila au Bénin. Il s’appuie sur 30 entretiens semi-directifs réalisés entre juin 2021 et décembre 2022 auprès d’acteurs locaux. Si le mode de règlement déployé par les comités locaux de gestion de la transhumance mis en place par les pouvoirs publics s’apparente à la médiation, cette dernière est mobilisée de façon curative, montrant ainsi une conception tronquée de la médiation environnementale. Toutefois, la pacification des rapports sociaux doit reposer sur un usage préventif de cette médiation dans laquelle la neutralité peut être assouplie, pour favoriser l’élaboration collective de règles d’accès, de consommation et de préservation d’un « bien commun » qu’est la biodiversité. Si elle peut être conçue comme un système de régulation politique, la médiation doit également promouvoir l’intégration sociale et territoriale des éleveurs peul, grâce aux interactions quotidiennes avec les populations locales.
