Abstract
Dans la foulée de la conquête coloniale qui s’accélère à la fin du 19e siècle, la France instaure une administration coloniale dans ses territoires conquis en Afrique avec pour objectif de les "mettre en valeur" sur le plan économique. Elle contraint alors les populations colonisées à s’acquitter d’un impôt de capitation ainsi que des prestations de travail. En Afrique-Équatoriale française, l’administration coloniale française cherche à "redresser" une colonie "pauvre" par l’entremise d’un développement économique d’infrastructures et par la participation de la population. Pour ce faire, l’administration coloniale considère qu’il est primordial de chercher à "réveiller" la colonie, ou du moins la population qui est perçue, injustement, comme paresseuse, nonchalante. Ainsi, les indigènes sont intégrés au labeur manuel par l’entremise des prestations de travail. Aux yeux d’Albert Sarraut, après avoir "réveillé" la population, après l’avoir mis au travail, il est tout autant important de doter l’AEF d’un moyen de communication avec l’extérieur afin de permettre l’évacuation des produits.
