Le Canada a longtemps été décrit comme une puissance moyenne qui s’appuie sur les organisations internationales et une diplomatie de niche pour peser sur la scène internationale. Une telle approche apparaît désormais mal adaptée à un contexte géopolitique dans lequel se multiplient les tensions. L’étude de la politique étrangère canadienne actuelle montre que les décideurs canadiens, à défaut d’avoir une boussole claire, la perçoivent avant tout comme un enjeu de politique intérieure et se concentrent sur le développement des relations commerciales .
