Abstract
By synthesizing the experiences of electricity reforms, it is possible to create a tool to understand the relations between the stakeholders of competitive reforms that indicate a questioning of public intervention. The identification of the forms taken by both uncertainty and opportunism reveals a triangle of opportunist relations that the new governance structure must manage. This identification makes it possible to understand the difficulties inherent in all reforms of network industries. [PUBLICATION ABSTRACT]
