Les innombrables richesses du sol et du sous-sol de l’Afrique ont toujours suscité l’intérêt et fait l’objet de convoitises de la part des puissances étrangères. Lors de la période coloniale, le continent fut l’objet d’un pillage quasi-systématique de ses matières premières. De nos jours, c’est au tour des grandes puissances émergentes, comme la Chine, la Russie et l’Inde, de s’intéresser aux minerais, aux hydrocarbures mais aussi aux terres agricoles de l’Afrique subsaharienne. Le conflit en Ukraine qui se traduit par une diminution drastique des achats en hydrocarbures de l’Union européenne auprès de la Russie, a souligné l’importance du continent africain dans la sécurité énergétique des Européens .
