Abstract
Dalam kasus kejahatan non-kecil, Anda harus bekerja sama dengan penduduk setempat dan polisi karena Bali sendiri menganut system desa tradisional, dengan lencana penjaga dan sistem keamanan khusus yang diakui secara nasional, atas dasar hukum yaitu Peraturan Gubernur Bali Nomor 26 Tahun 2020 tentang Sistem Pengamanan Lingkungan Terpadu Berbasis Desa Adat (Sipandu Beradat). Maksud dari ketentuan ini sangat baik, namun pelaksanaannya tidak akan mungkin tanpa hambatan dan kekurangan. Berdasarkan Latar Belakang tersebut maka ditemukan rumusan masalah yaitu Bagaimanakah Pengaturan Hukum Sistem Pengamanan Lingkungan Terpadu Berbasis Desa Adat ditinjau dari Peraturan Gubernur Bali Nomor 26 Tahun 2020 tentang Sistem Pengamanan Lingkungan Terpadu Berbasis Desa Adat di Wilayah Hukum Kepolisian Sektor Kuta Utara, dan Bagaimanakah Implementasi dan kendala dalam penerapan Peraturan Gubernur Bali Nomor 26 Tahun 2020 tentang Sistem Pengamanan Lingkungan Terpadu Berbasis Desa Adat di Wilayah Hukum Kepolisian Sektor Kuta Utara. Penelitian mengenai Implementasi Peraturan Gubernur Bali Nomor 26 Tahun 2020 tentang Sistem Pengamanan Lingkungan Terpadu Berbasis Desa Adat Oleh Kepolisian Sektor Kuta Utara adalah penelitian hukum empiris dengan jenis yuridis sosiologis yang berbasis pada ilmu hukum normatif. Kesimpulan penelitian ini adalah Pengaturan Hukum Sistem Pengamanan Lingkungan Terpadu Berbasis Desa Adat telah memiliki payung hukum yang jelas yaitu telah diatur didalam Peraturan Gubernur Bali nomor 26 tahun 2020 tentang pengamanan lingkungan terpadu berbasis desa adat. Kemudian kendala dalam penerapan Peraturan Gubernur Bali Nomor 20 Tahun 2020 yaitu terkait dengan kurangnya pendanaan.
