Cet article aborde certains aspects déterminants de la problématique des politiques linguistiques dans les conditions du multilinguisme sociétal. Ayant pour objet de mettre en évidence la complexité des questions liées à la promotion du bilinguisme national, souvent abordées de manière simpliste par les nouveaux états indépendants, il se propose de décrire l’échec de la conception illusoire de l’édification des nations bilingues. En décrivant les démarches des gouvernements fédéraux du Canada et de la Belgique axées sur l’édification des nations bilingues dans les états respectifs, ce travail invite à réexaminer cette conception utopique et à valoriser le bilinguisme et le multilinguisme au niveau de l’individu et non pas de la société.
