Dans l’espace que lui donne le partage des compétences dans la Loi constitutionnelle de 1867, le Québec a fait des efforts considérables, au cours des 20 dernières années, pour mettre en place des mesures législatives et administratives visant à combattre la criminalité en col blanc et à placer le financement des partis politiques à l’abri des influences partisanes. Les nombreux scandales économiques tant dans le secteur des affaires privées que dans l’administration publique, ainsi que les délibérations publiques de la commission Charbonneau concernant la corruption et la collusion dans l’octroi et la gestion des contrats publics dans l’industrie de la construction ont alimenté la critique collective et la montée d’un mouvement social suffisamment puissant pour qu’il impose les objectifs à l’agir étatique. La province de Québec, qui a longtemps été perçue comme le terreau le plus fertile à la corruption et à la collusion au Canada, est devenue, en quelques années seulement, un chef de file dans le combat de la criminalité en col blanc.
