Lors de violences extrêmes telles celles générées par des États génocidaires ou prêts à commettre des crimes de masse ou contre l’humanité, la société est en amont sensibilisée à ce qu’elle vivra, mais surtout à ce qu’elle devra entériner, voire ce à quoi elle devra participer. À coup de lois et de décrets, des droits sont violés et des privilèges accordés aux individus qui sans grands cas de conscience seront prêts à tout pour que le projet étatique voie le jour. Appartenant à un groupe clairement identifié, les victimes porteraient le poids de tous les maux passés, présents et futurs. Ces personnes sont alors non seulement marginalisées, mais aussi perçues comme méritant leur sort, à tel point que les exécuteurs pensent que celles-ci se laissent docilement mener à leur mort ; perception d’ailleurs largement partagée par ceux-là mêmes qui pourraient ou devraient leur venir en aide. Or, les témoignages des exécuteurs ne laissent guère de doute sur cette supposée docilité et sur leur incapacité à juger leurs actions à leur juste mesure.
